Property onboarding board

Every executed agreement whose terms have not reached the data root yet. Open the PMA, read it, correct anything the scan got wrong, name the owners, and submit. The property leaves this board the moment its terms are committed — when the board is empty, the root is complete. This is the only lane that fills the root. It is not the pre-execution document approvals queue, which is a different job.
